Tim Strange is an Affiliate Partner of JL Management and Affiliates As a broker and an owner, Tim specializes in federal government-leased investment sales of General Services Administration (GSA) and Veterans Affairs (VA) properties throughout the United States and is partnered with Mark Phillips as the GSA/VA Investment Specialists. With 30 years of experience, he has closed more than $1 billion in sale and leasing transactions during his career and was profiled in the book Brokers Who Dominate, 8 Traits of Top Producers. He is a Certified Commercial Investment Member (CCIM) and Society of Industrial & Office Realtors (SIOR) office specialist and is a past President of both Oklahoma chapters of CCIM and SIOR. He also is a past President of the Oklahoma City Commercial Real Estate Council. As a general partner, Strange has been involved in the acquisition and development of twenty-four properties between 1995 and 2016 including office, retail, industrial and GSA/VA leased buildings with an aggregate value in excess of $100 million. Notable acquisitions are 101 Park Avenue in downtown Oklahoma City and the Bank of America Tower in Tulsa. Notable developments include the Memorial Surgicare Center in Oklahoma City. He is Past President of the Rotary Club of (Downtown) Oklahoma City and is on the board of Leadership Oklahoma City (LOKC). He is a past co-chair of LOYAL Class IX and X of LOKC, past director of the Last Frontier Council Boy Scouts of America, past Director of the Greater Oklahoma City Chamber of Commerce and a past Director of the Central Oklahoma Transportation and Parking Authority (COTPA). He is a Silver Beaver recipient for service to Scouting at the local level.

Strategic Development Partners – Mark Phillips

Mark Phillips is an Affiliate Partner of JL Management and Affiliates In more than 40 years in the real estate business, Mark has run a real estate investment partnership, a development and construction company, and has been a commercial real estate broker. A Certified Commercial Investment Member (CCIM) and member of the Society of Industrial and Office Realtors (SIOR), Mark currently serves as Vice President of Newmark Grubb Levy Strange Beffort and is the Designated Broker for the Arizona office where he specializes in government-leased investment sales. During his tenure in the industry he has developed, built and brokered more than seven million square feet in transactions valued in excess of $600 million. As a developer and builder under his company Spring Valley Associates, he developed a 40-unit residential subdivision securing all entitlements. He engineered the purchase and renovation of the Teller’s Mill, a former cigar factory in Sellersville, PA, and personally oversaw the certification of the facility to the National Register of Historic Places, securing significant tax credits for his investors. Under Spring Valley Associates he built and renovated residential and light commercial structures in Pennsylvania and New Jersey. In the complex GSA sector, Mark has established himself as a knowledgeable expert and continues to complete government-leased property sales across the nation. His office and investment deals are equally notable, and leverage both national and local networks to maximize client value. Since the beginning of the specialty five years ago, he has sold over 30 GSA and VA properties. He was also successful in the creation and implementation of an investment pool comprising 13 GSA and VA properties valued at over $35 million located throughout the US. Other notable transactions in his brokerage career include the sale of the Cotton Center Portfolio (Phoenix AZ) valued at $200 million and comprising over 1.2 million square feet to Liberty Property Trust. He also secured a 10-building, 550,000 SF management and leasing portfolio with Northwestern Mutual Life in Allentown, PA.
